2. Build a master planned community

3. Create a new city under Texas municipal law

4. Establish rules for governance

5. Build the digital infrastructure for blockchain voting & administrative functions of government

6. Establish a government council

7. Write a declaration of Independence

8. Get recognized by the United States Government & other nations

9. Apply to the United Nations for representation
